Surrey City Council has taken action against three properties where major construction work was completed without the required permits. The decision aims to address illegal building activity and ensure homes across the city meet required inspection and safety standards.
On Monday, Council directed staff to place notices on title for three Surrey properties after inspections found multiple unapproved dwelling units. The properties included additional living spaces, converted areas, and units that were created without approval from the City.
A notice on title is a legal step under Section 57 of the Community Charter. It informs potential buyers and the public that a property contains structures built without required permits or inspections.
Surrey Mayor Brenda Locke stated that property owners should not benefit from construction completed outside the city’s approval process. She noted that enforcement actions had already taken place at these locations, including visits from bylaw officers and building inspectors.
The City stated that permits and inspections play an important role in confirming that buildings meet safety requirements.
The property located at 12439 72 Avenue was identified as having several unapproved changes, including a two-storey addition measuring approximately 25 feet by 39 feet.
City inspections found:
Bylaw officers and building inspectors visited the property multiple times starting in 2019. During these visits, officials found that construction continued even after a stop work order was issued.
No building permits were issued for the construction work identified at the property.
The second property, located at 6770 128B Street, contained a two-storey addition with two self-contained dwelling units and a laundry room.
During an inspection, both units were occupied.
Following a complaint in 2024, City officials attended the property and posted a stop work order. Despite multiple visits and enforcement actions, construction continued without approval.
The City confirmed that no permits were issued for the work completed at the location.
The third property, located at 13050 Pekin Place, included a two-storey addition and three self-contained dwelling units.
Officials found that the units contained:
City officers and inspectors attended the property several times beginning in 2021. They found that construction continued despite a stop work order being in place.
No building permits were issued for the additions and units identified during inspections.
The City of Surrey stated that it will continue addressing construction completed without permits. Officials encourage residents to report suspected unapproved building work to help maintain safe housing conditions throughout the community.
